This procedure was written to fix something very specific, a nasty bug encountered with partitioned index-organized tables under 8.1.5/8.1.6. DROP USER CASCADE somehow failed, and segments without any corresponding owner were staying in some tablespaces, preventing from dropping those tablespaces.
